Illinois Police Pension Fund Backs TA Realty's Value-Add Fund XIV With $250 Million, the First Allocation From a $450 Million Search
Illinois Police Officers' Pension Investment Fund moved $250 million to TA Realty's Fund XIV ahead of a 31 December final close. Other finalists in its $450 million search are due 11 December.
The Illinois Police Officers' Pension Investment Fund (IPOPIF) has put $250 million behind TA Realty Value-Add Fund XIV, according to the board materials for its 16 October 2026 meeting and a report on the meeting published the same day. The report described it as the first allocation under a $450 million non-core real estate search, with another manager still under consideration. The board materials show that staff and the fund's consultant, Albourne, recommended the $250 million commitment, and that the decision was time sensitive because the fund's final closing date is 31 December 2026. By capital, the first allocation is 56% of the search, and by count it is one of the three finalists the board interviewed on 15 September, or 33%.
What the board materials show
The recommendation came after final due diligence by staff and Albourne, including an on-site visit to TA Realty. The materials say evaluation of the other finalists continues, with recommendations targeted for the board's 11 December 2026 meeting. The finalists interviewed in September were TA Realty, 1Seed Capital and Townsend Group. The materials do not describe the terms of the fund or its target size, so we have not stated either. Whether the board's vote matched the recommendation in every detail is something the trade report confirms only in headline terms, so treat the $250 million as the recommended and reported figure.
The search behind the cheque
The search was set at $450 million for a non-core real estate mandate, and it is funded by reducing the plan's interim exposure to an index REIT fund. At midyear that holding was $661 million. IPOPIF's only private real estate commitment before this was $231 million in 2025 to the Principal U.S. Property Account, which had returned 4.9% through midyear. Adding $250 million brings private real estate commitments to about $481 million, which is our arithmetic and counts commitments rather than market value. TA Realty invests across industrial, multifamily, retail, office and data center property, with a focus on logistics and multifamily in US growth markets. Its previous fund, TA Realty Value-Add Fund XIII, closed in 2023 with about $1.8 billion and targeted industrial, multifamily and grocery-anchored shopping centers.
Where $250 million sits in the plan
IPOPIF had a net position of about $16.4 billion at 30 September 2026, so the commitment is about 1.5% of the plan. The board materials show private markets held at a 20% long-term target, split 7% private equity, 5% private credit, 5% real estate and 3% infrastructure, with private real estate at 2% on the interim glidepath against a 5% long-term target. Five per cent of $16.4 billion is about $820 million, which is our arithmetic. The same materials recommend moving the plan's passive US small cap and Treasury allocations into US large cap and core bonds, but we have not confirmed the board adopted those changes.
The LP behind the commitment
IPOPIF is a Peoria-based US pension fund in the US investor universe with a private real estate allocation that is still well below its long-term target. Consultants shape its process closely. We covered how Ohio Police & Fire sits 3.35 points under its real estate target, and the consultant-led format here is the one described in our note on how to write an outreach email that survives a consultant-led process.
What GPs should do now
This is our advice. If you run non-core US real estate, expect a consultant-led process in which Albourne and staff do the screening, and prepare a complete due diligence questionnaire before a search opens. Note the calendar logic: a manager's final close can set the pace of an LP decision, so share your close timetable early and be clear about what you can offer if the plan needs time. Size a first ticket with the $250 million marker in mind, though it is a reference point rather than a rule. Expect the balance of the search to go to a different strategy or manager, so differentiate by property type and by how your fund complements a value-add allocation.
How it compares with earlier periods
The commitment follows a different route from the plan's 2025 purchase. The $231 million to the Principal U.S. Property Account went into a US property account, which had returned 4.9% through midyear, while the new allocation goes into a value-add fund with a final close scheduled for 31 December. In count terms, the plan has moved from one private real estate commitment to two, which is a 100% increase on a small base. In capital terms, the new cheque is 8% larger than the 2025 one ($250 million against $231 million). The plan's index REIT holding of $661 million is still 2.6 times the new commitment, which shows how much of the real estate allocation remains to be reshaped.
